Ross Levine

As General Counsel, Ross helps ThayerMahan navigate the myriad legal, technical, financial, regulatory, and administrative components of our business operations.

With more than 20 years of experience on both the buyer and supplier side of defense contracting, Ross understands the needs and mindset of all parties to an agreement as well as those of regulators and government authorities. His experience at the nexus of business, government, management, engineering, and business make him an effective communicator and a valuable resource for both our team and our customers. He is known in defense circles for his ability to help emerging high-tech companies expand and optimize performance.

Ross oversees the auditing and compliance process as required by the Arms Export Control Act (AECA), International Traffic in Arms Regulations (ITAR), and Directorate of Defense Trade Controls (DDTC). He also assists with RFPs and proposal review, labor and insurance, complex purchase orders, vendors and subcontractors, and other business disciplines essential to our supply, production, and deployment processes.
